About us

HARBOUR® is a proprietary Software as a Service (SaaS) platform that has, as its core features, Applicant Tracking and Content Management modules. It was conceived and built by the founder directors of 3D MarComms Ltd as a direct result of the frustration they, and clients they worked with, found trying to work with (and ultimately around) established ATS products that simply proved to be un-fit for purpose in meeting ever evolving corporate recruiting needs.

Since early 2010 HARBOUR has been represented in Asia by a team of Recruitment and employer brand specialists - OXUS Employment Communications. Their goal is to be recognized as the best end-to-end employment communications company in China, so with HARBOUR® underpinning the technical execution of that on an in-China server with local support we're able to offer global reach with a small company passion and dedication for delivering best of breed solutions.
